Because Network admins will be using machines that do not have any GUI (most -serious- servers do not have any VGA output) , Why? because it is unnecessary and the console is better. The throughput of information you can send to the machine using a keyboard is much more than using a mouse, the bad thing is you need to learn the commands.
In my opinion any server running a OS that is not Unix based i.e. Windows, denotes a dramatic lack of knowledge in the people who designed/maintain it.
About the end-user, some people that aren't to smart prefer windows because they are used to it. Linux has a lot of different GUI interfaces you may choose. You may even make it behave exactly like windows (the GUI, not the reliability :P ).
